Assisted Housing Programs

The Housing Choice Voucher [HCV] Program, formerly known as Section 8, receives federal funding from the U.S. Department of Housing and Urban Development [HUD] to administer a rental voucher program to qualified low-income persons and families.

RRHAs HCV Program services the City of Richmond. A participating family is generally required to pay approximately 30% of adjusted monthly income toward rent and utilities.

Housing assistance payments are based on the affordability of the individual/family [family income, family size, income deductions, utility responsibility, and the requested contract rent]. Additional rent reasonableness tools are available under leasing.

Types of Housing Choice Vouchers

Project Based Voucher [PBV]

Project Based Voucher holders live in specific properties [managed by community partners] with subsidized rent. Applicants must apply for specific communities and will then be placed on that communitys site-based waiting list managed by RRHA.

Residents who have been in the PBV program for at least one year in good standing may be eligible for a TPV voucherwhich broadens their housing options.

The PBV waitlist is open. Applications are accepted year-round.

Tenant Protection Voucher [TPV]

Tenant Protection Voucher holders live in privately-owned homes of their choice with subsidized rent.

This program gives low-income families the flexibility to choose their own, safe apartments with private landlords at an affordable cost to them. Voucher holdersare responsible for finding an apartment that accepts Housing Choice Vouchers in the private market.

No applicant is entitled to be on a waiting list or in a specific position on a waiting list.

The TPV waitlist is closed. RRHA will issue a public notice when it reopens.

You can achieve economic independence

Upon successful completion of the The Family Self-Sufficiency [FSS] Program, participants receive an interest-bearing escrow [savings] account.

This program is available to public housing residents or Housing Choice Voucher program participants.
