Number of Covid-19 cases through RT-PCR test on December 8, 2021

​​The Chairman of the Provincial People's Committee said, regarding 61 proposals and suggestions of voters related to the fields that have an impact on the people's lives and activities [traffic, health, education, regimes, policies, etc.] sent to the meeting, the Provincial People's Committee has accepted with the progressive spirit and has assigned and directed departments, branches and localities to urgently consider settlement and report to explain under their competence.

To accelerate the disbursement of public investment plans in the coming time, the Provincial People's Committee focuses on implementing 3 groups of solutions. Deploying key transport projects

In addition, the Provincial People's Committee has coordinated with localities in the region to implement the following projects: Ho Chi Minh - Thu Dau Mot - Chon Thanh Expressway, Ring Road 3, Ring Road 4, Traffic infrastructure connecting Dong Nai province, etc. These are the main arterial roads of the province, when completed, they will basically solve the traffic jam situation in the past time.

Actively coordinating with the State Bank to connect banks and enterprises, creating favorable conditions for enterprises to access credit. In particular, recently, Binh Duong province collaborated with the Ho Chi Minh National Academy of Politics to organize a Webinar themed "Solutions for Binh Duong to adapt safely, flexibly, effectively control the Covid-19 pandemic, restore production and develop socio-economy in the coming time"; the province also attended the "Summit on sustainable socio-economic recovery and development in the post-Covid-19 period and accelerating modernization and industrialization indigital era". In the coming time, the Provincial People's Committee will continue to monitor and direct departments, branches and localities to focus on solving specific and comprehensive difficulties, creating the most favorable conditions for economic sectors to recover production and business in each industry and field, especially long-term and strategic issues.

Improving health human resources to meet the new situation

Over the past five years, the Health branch has taken many measures to attract doctors and nurses to work in the locality. The number of doctors has increased rapidly in recent years, from 1,135 doctors in 2016 to 2,008 doctors in 2021 [an average increase of 175 doctors per year]. However, due to the province's mechanical population growth rate being too fast and the complicated development of the Covid-19 pandemic in 2021, only 123 more doctors were recruited [89 public sector and 34 private sector doctors], the ratio of doctors/ten thousand people is only 7.5/ten thousand people.

In the coming time, the Provincial People's Committee will continue to recruit, train and foster medical staff, doctors and propose the Central Government to increase the staffing of the Health sector for the province, to meet the health care requirements of the people.

Non-public medical facilities that are eligible to conduct Covid-19 testing according to regulations must publicize prices according to the provisions of the Law on Prices. The Department of Health has requested non-public medical units not to take advantage of the pandemic situation to increase the price of testing services, at the same time, to decide on price levels, declare prices, and list prices in accordance with regulations.

Responding to delegates' questions about solutions to support enterprises in restoring labor resources after production activities return to the new normal, Mr. Bui Minh Tri - Head of the Provincial Industrial Zones Authority said that so far, 422,499 workers have returned to work in industrial parks, accounting for 87% of the total number of workers before the Covid-19 pandemic. ​PORTAL - The Provincial People's Committee agreed on the subjects to be injected and the time to inject additional doses and booster doses of Covid-19 vaccine at the request of the Department of Health.

Accordingly, from December 2021, an additional dose of Covid-19 vaccine will be administered to people 18 years of age and older, priority given to people aged 50 years and over who have received the full basic dose [2 injections] with moderate and severe immunodeficiency such as organ transplant recipients, cancer, HIV, being on immunosuppressive medication or having been on treatment within the past 6 months, etc.

Using the same vaccine as the basic dose or Pfizer and giving an additional dose at least 28 days after the last injection of the basic dose if there are enough vaccines.

Speaking at the program, Ms. Nguyen Hoang Bao Tram - Vice President of the Provincial CF said that the outbreak of Covid-19 pandemic has caused heavy losses to the entire country, including Binh Duong. Along with the entire provincial political system, Binh Duong Trade Union at all levels has made great efforts to take care and support workers with many practical activities. Through the support packages of the Trade Union, the Provincial CF and the Trade Union at all levels have focused on timely support for workers affected by the Covid-19 pandemic with an amount of over 307 billion VND; established Centers to receive and distribute goods and necessities from localities, organizations and individuals to support workers over 640 tons of goods; promptly visited and encouraged the children, giving them confectionery, milk, diapers, etc. when they had to undergo quarantine.

Supporting enterprises to restore production

Providing information on the operation of the enterprise recently, Dr. Dau Anh Tuan - Head of the Legal Department of the Vietnam Chamber of Commerce and Industry [VCCI] said, the Covid-19 pandemic wave from April 2021 to now has had a serious impact on the production and business activities of Vietnamese enterprises. The survey results conducted by VCCI from the beginning of July to the middle of September 2021 with nearly 3,000 respondents operating in 63 provinces and cities of Vietnam showed that up to 93.9% of enterprises rated the impact of the pandemic at "completely negative" and "mostly negative". This number is up from 87.2% of the 2020 survey. Specifically, in the 2021 survey, about 60% of enterprises said the impact of the Covid-19 pandemic was "mostly negative". Notably, the percentage of enterprises that considered the Covid-19 pandemic to have a "completely negative" impact is up to 34%, significantly higher than 15% of the 2020 survey. The September 2021 survey also recorded that only about 4% of enterprises were not affected by the pandemic and less than 2% of enterprises said they had grasped the opportunity to develop.

Almost enterprises in all fields and industries are facing difficulties due to the Covid-19 pandemic. The survey showed that industries that frequently require direct communication or involve the movement of people were most negatively impacted by the pandemic, specifically, 99% of enterprises in the fields of education and training, accommodation and food services, healthcare and social assistance, etc. were affected at "mostly negative" and "completely negative" levels. The impact level of the Covid-19 was lowest among enterprises in industries such as production and distribution of electricity, gas, hot water and water supply, and waste treatment, but also 88.2% and 76.5% of enterprises in these industries, respectively, reported being negatively impacted.

In the medium and long term, in addition to parallel implementation of supporting policies on taxes, fees and credits, restructuring policies towards sustainable development also need to be be built right now. Specifically, continuing to promote solutions to improve the business environment, promote public investment, develop infrastructure to ensure safety and security for production and business activities of enterprises; having a clear economic recovery roadmap to support enterprises and the economy; having a scenario of long-term coexistence with the pandemic that is feasible and resilient to enterprises. Improving logistics infrastructure as well as related administrative procedures to facilitate transport and import and export activities, especially for agricultural and aquatic products to increase the competitiveness of Vietnamese goods. Continuing to review and adjust investment incentive policies to attract a wave of high-quality foreign investment and investment in supporting industries. Going in the right direction in pandemic prevention and control

As reported by the Provincial Steering Committee for Covid-19 Prevention and Control, the 4th pandemic wave took place over 6 months. Facing extremely complicated developments of the pandemic situation, the province has synchronously implemented many solutions under the direction of the Government and the Prime Minister with the motto of taking communes, wards and towns as "fortresses", people as "soldiers", service centers and subjects of pandemic prevention and control; implemented measures to encircle and narrow the "red zone"; expand, protect the "green zone", control and prevent infection sources, new infection chains, etc. Up to now, most of the community outbreaks in the province have been controlled. Especially since the implementation of the Government's Resolution no. 128, the pandemic situation has continued to have many positive changes. Only in the last 2 weeks of November [from November 16, 2021 to November 30, 2021] the number of new cases decreased by 45.8%; cases detected in the community decreased by 39.3% and 44% of deaths compared to 01 month ago.

With the spirit of "safe, flexible adaptation and effective control over the Covid-19 pandemic", localities have made efforts to effectively control the pandemic, restore production and business, and develop socio-economy, bring people's daily life gradually back to the new normal. Up to now, Binh Duong has 9,638/12,894 industrial production enterprises registered to operate again, reaching 74.7%, with a total number of workers 872,000/1,068,000, accounting for 81.6% of workers.
